All taxes and fees

When importing a used car to Latvia from another EU country, you must pay these taxes:

1. VAT (value added tax)

21% VAT is calculated on the purchase price. When buying from a private person in the EU, VAT is paid in Latvia. From a company with VAT invoice — VAT is already included.

VAT = Car price × 0.21

2. Excise tax

Depends on engine displacement and CO2 emissions. Larger engine and higher emissions mean higher tax. Electric cars are exempt.

Excise = Base rate × CO2 coefficient × age coefficient

3. Registration tax

New car registration tax effective since 2024. Depends on CO2 emissions and car age.

Reg. tax = €55 (base) + CO2 surcharge + age surcharge

4. CSDD registration fee

Fixed CSDD fee for car registration — approximately €65, including number plates and registration certificate.

Import process step by step

Here's how the car import process from another EU country looks:

1
Purchase and documents

Sign the purchase agreement, receive registration documents, and deregister the car in the export country.

2
Transport to Latvia

Organize transport — by trailer (€200-400) or drive yourself with transit plates.

3
Technical inspection

Get a technical inspection at a CSDD station. The car must be in proper condition.

4
Tax payment

Pay VAT at SRS, excise tax, and registration tax. Keep all payment confirmations.

5
CSDD registration

Register the car at CSDD — submit documents, pay the fee, and get Latvian number plates.

Hidden costs and traps

⚠️

Double VAT payment

When buying from an EU company with a VAT invoice, make sure the price is without VAT (net). Otherwise, you might pay VAT twice.

💰

Repair costs after import

Many imported cars need additional investments — tires, brake discs, oil change. Budget €500-1000 as reserve.

📋

Insurance and MTPL

MTPL policy is required before registration. Imported car MTPL can be more expensive, especially without bonus history.

Frequently asked questions

How much does it cost to import a car from Germany to Latvia?

Total import costs include transport (€800–1200), registration tax (based on CO₂ and age), 21% VAT (if buying from a private seller), CSDD registration (€55) and a technical inspection (~€40). On average, extra costs are €1500–3500 above the car price.

Do I need to pay VAT when importing a car from the EU?

If you buy from a licensed EU dealer with a VAT invoice, VAT is already included and is not paid again in Latvia. If you buy from a private person or a non-VAT dealer, you must pay 21% VAT in Latvia.

How is the registration tax calculated?

Registration tax is based on the car CO₂ emissions (if known) or engine volume, with an age coefficient applied — the older the car, the higher the coefficient.

How long does importing a car take?

Importing a car from Germany usually takes 1–3 weeks: transport (5–10 days), CSDD registration (1–2 days) and the technical inspection (1 day).

Does an imported car need a technical inspection?

Yes. Every imported car must pass a technical inspection (STAC) in Latvia before registration. It costs about €30–50 and includes a general condition check.

Do electric cars pay registration tax?

Fully electric vehicles are exempt from registration tax in Latvia, which makes EV imports more financially attractive.
